A valid QWR must be: (1) WRITTEN — not a phone call or voicemail, (2) relate to SERVICING (payments, escrow, loss mitigation), (3) include ACCOUNT IDENTIFICATION (loan number or enough info to identify the account), and (4) state the borrower's specific concern. A phone complaint does NOT qualify as a QWR and does not trigger the servicer's response obligations under RESPA Section 6. Email CAN qualify if it meets all written requirements.
