Correct answer: He is non-compliant because the 8-hour annual CE must be completed each calendar year regardless of prior-year completion, and Year 2 CE has not been completed
Under the SAFE Act, MLOs must complete 8 hours of continuing education each calendar year to maintain their license. Completing CE in Year 1 does not carry over to satisfy Year 2 requirements — each calendar year stands alone. By December of Year 2, the MLO has completed zero hours for that year, making him non-compliant for renewal regardless of his employer change or state move. Options A and B incorrectly suggest prior-year CE satisfies a new year's requirement. "He is compliant because his Year 1 CE satisfies Year..." is incorrect — no 90-day grace period for CE completion exists under the SAFE Act. Note: moving to a new state may also require state-specific CE hours, but the fundamental problem here is that no Year 2 CE was completed at all.
